With Waukesha County's plodding recount in the Supreme Court now over and with Justice David Prosser's statewide win almost certain to be certified as early as Monday, the state's top election official said lessons from the recount will not be ignored.

"Now is the time to consult with election integrity experts on “best practices” for ensuring that future election processes are above reproach. I am particularly concerned about the current practice of feeding ballots back into the voting machines during a recount. (Those who doubt that voting machines can be tampered with need only to see “Hacking Democracy” on youtube.com). If there has been any problem with the machine, election officials will not discover it unless they hand count both the ballots and the votes. During a recount, this “cross check” against machine totals is crucial. If no differences are found in the hand counted tallies when compared against the machine counted results, we can know with 100% assurance that the machines performed properly and the count is accurate. If, however, discrepancies are discovered, we will all be very grateful to have identified that problem and appropriate measures can be taken to prevent a similar problem in future elections. Unfortunately, when we simply feed the ballots back into the machine during a recount, we can expect nothing other than the same results that were recorded during the first election. Those results will not reveal any evidence of tampering or malfunction. Hand counting paper ballots is the “gold standard” for election integrity."
