When Kevin Kennedy and Kathy Nickolaus recommended that the law be amended to permit County Clerks to hold the unused ballots, they left the option for Municipal Clerks to keep them instead. This lack of uniformity is highly unusual for state statutes and tells me that there are Municipal Clerks who would want to keep the unused ballots. They may do so because they do not trust the Co. Clerk or because they like the control or because they need the control in order to make the ballot count agree with flipped totals.

It would benefit the Recall Campaigns to find out how the clerks have handled the unused ballot issue. Any County Clerk who has made requests for them may be a person of interest. The Recall Campaigns should find out from the Kloppenburg Campaign where they have detected problems with improperly closed bags and chain of custody issues. These would be areas to watch especially close.

If one wants to flip votes and not have it detected, one would need to have access to unused ballots in case one needs to make any conform to the flipped totals and one would want to decrease the likelihood that the ballots would be looked at in a recount.... Kathy Nickolaus was on the Legislative Council Committee that prepared SB 612 which became Wisconsin 2005 Act 451. That law permits the County Clerk to store the unused ballots (previously the municipal clerks dealt with these) at least until the time for a recount has elapsed and the law prohibits, without a judge's order, the hand counting of ballots that were originally counted by machine. Nothing in the Leg Council file on this bill provided any reasons for these provisionsSee More

"Reinvigorated, as we predicted, by the brutal police violence in Barcelona two days ago, over 9,000 people today took to the Puerta del Sol to take part in the biggest popular assembly in the square so far.

Celebrating the 2-week existence of the 15-M movement in Puerta del Sol today, the popular assembly decided to extend its occupation of the square indefinitely. In the meantime, solidarity protests have broken out all over Europe, giving rise to a popular uprising in Greece and demonstrations in over 100 European cities today.

As was the case with the Tunisian and Egyptian uprisings, many skeptics initially argued that the protest movement would fizzle, slowly fading out as fatigue kicked in and day-to-day life knocked on the door. It is to those skeptics that we dedicate this article."
