When Kevin Kennedy and Kathy Nickolaus recommended that the law be amended to permit County Clerks to hold the unused ballots, they left the option for Municipal Clerks to keep them instead. This lack of uniformity is highly unusual for state statutes and tells me that there are Municipal Clerks who would want to keep the unused ballots. They may do so because they do not trust the Co. Clerk or because they like the control or because they need the control in order to make the ballot count agree with flipped totals.

It would benefit the Recall Campaigns to find out how the clerks have handled the unused ballot issue. Any County Clerk who has made requests for them may be a person of interest. The Recall Campaigns should find out from the Kloppenburg Campaign where they have detected problems with improperly closed bags and chain of custody issues. These would be areas to watch especially close.

      my excel sheet and with the number. I talked with

    • Bill Bucolo Big plus from recount and recall may be that local officials will have to better commit themselves to procedures, scrutiny, etc. Less chances to goof or pull a nasty..
